My first week working at VDOT....1983....I went to lunch with Drowsy and the fellas from Culpeper. He drove and I rode shotgun. He said to me,"you can always guarantee that if you see a lot of VDOT pickup trucks outside a restaurant that (1) the food is good and plentiful, (2) it's inexpensive, and (3) you can eat your fill during the lunch break." So true!
