I came to know Otis through being college roommates with his daughter Barbara. When he and Ella came to Mary Washington to visit they always included me in their plans. They also made me feel welcome in their Culpeper home. Otis was was kind and thoughtful gentleman. He was clearly proud of Barbara (and his garden!). Ronnie and I are so sorry for your loss. We both loved Otis and greatly respected him and his judgement. He was a great advice giver, always fair in his opinions. We will miss him as we know you will. It has been an honor to have known him through the years.

I don't think he ever met a stranger. Otis was a kind man, & he will be missed.
I remember him at VDOT when I was a young man. Such a friendly man. My dad Lewis Deal and Otis were good friends.
