William Edgar James Milligan's Obituary
William Milligan (Bill, Billy, Pawka, Pop, Bokeman) went to be with the Lord on October 22, 2023. His time of sharing the love of Christ was a blessing to anymore he met. Per Bill’s wishes, no public viewing or services are being held. He will have a Celebration of Life that will be held at Calvary Chapel of Fredericksburg December 9, 2023 at 6PM. Bill was born in England to the late Margaret Wheaton Milligan and James Edgar Milligan, MD. He came through Ellis Island on the Queen Mary to Nova Scotia with his mother at the age of two. He became a US citizen in 1964. He was honorably discharged from the Army.
Bill graduated with a bachelor's degree from Washington and Jefferson College in Washington, PA where he met the love of his life, Susan Fischer. They started their 55-year marriage in Ridgway, PA prior to moving to Fredericksburg, VA in 1982.
He leaves behind his loving wife, Sue; and his children, Jennifer Ross (David), Bill Milligan Jr. (Nancy) and Missy Kyer (Graham). He also had many grandchildren; Hailey Ross, Garrett Ross, Noah Ross, Jeff George, Marissa Ross, Andrew Ross, McKenna Milligan, Josh Milligan, Alex Kyer, Caleb Kyer, Noah Kyer, Samuel Kyer, Raygan Kyer, and Lindsey Brinton; and had four great-grandchildren, Levi, Seth, Marie and Nora Brinton. He was the oldest of seven siblings.
He was preceded in death by his brother, Charles Milligan. Bill is survived by siblings Donald, Joseph, Andrew, Diane Vermeire and Patricia Rodriguez, and numerous nieces and nephews.
Some of his passions included beach trips, family gatherings and wood splitting, but his life's passion was sharing the love of Christ with everyone he met. He was active at his church, Calvary Chapel of Fredericksburg and the jail ministry with Christian Brothers/Sisters Transition Program. His family welcomes all who were touched by him to join us on December 9th either in person or livestream.
