Stephen Jay Smallwood's Obituary
Stephen Jay Smallwood, 66, of Spotsylvania County, VA, passed away on Friday, March 17, 2023 at Mary Washington Hospital.
Steve was the Building Official and Director of Building and Development for the City of Fredericksburg, VA. He enjoyed spending time with his family, boating, building projects, and blue grass music. He was a member of the Virginia State Building Officials and the local chapter, James Madison Building Officials.
Steve married Annette Phelps on August 2, 1986, in Meadville PA. Annette survives him along with eight of his nine children. Surviving sons are Adam Phelps (Allyssa), Allen Phelps (Ashley), Joshua Smallwood(Gita), Christopher Smallwood and Tom Smallwood. Surviving daughters are Daisy Smallwood and Tyanna Smallwood. He is also survived by his three brothers, Robert G. Smallwood Jr., Gary Smallwood and Tom Smallwood; his grandchildren Katie, Everett, Kendall, and Brendan; several nieces; and a host of other family and friends.
He was preceded in death by his parents, Robert G. Smallwood Sr. and Jean P. Smallwood of Winchester, VA his son, Steven Smallwood, and his in-laws Harold and Carol Sue Phelps.
Steve’s family will receive friends from 6:00-7:00 p.m. Wednesday, March 22, 2023 at Found and Sons Funeral Chapel, 10719 Courthouse Road, Fredericksburg. A memorial service will begin at 7:00 p.m. in the funeral chapel.
