Shirley Ann Waibel's Obituary
Shirley Ann Dowell Waibel, 87, of Culpeper, died Friday, January 20, 2023 at The Laurels of Bon Air in Richmond. She was born January 30, 1935 to the late James Thomas Creel and Beatrice Marie Rumsey Creel.
Shirley graduated from Culpeper County High School in 1953. She held many titles as a young woman including Miss. Amoco, Miss. Culpeper County Rescue Squad and in 1953 she captured Miss. Culpeper. From 1967 to 1981, Shirley owned and operated Dowell’s Jewelry on E. Davis Street along side her husband, William K. Dowell. She also worked for Forget-Me-Not florist for several years after her Jewelry business. Shirley was a beautiful woman inside and out.
Shirley is survived by her sons, William “Tommy” Thomas Dowell and Gary Alan Dowell and her grandsons, William Christopher Dowell and Philip James Dowell.
In addition to her parents, Shirley is preceded in death by her first husband, William K. Dowell and her second husband, Nelson Waibel.
The family will receive friends Thursday, January 26, 2023 from 6 p.m. to 8 p.m. at Found and Sons Funeral Chapel, 850 Sperryville Pike, Culpeper, VA.
A graveside service will be held on Friday, January 27, 2023 at 11 a.m. at Culpeper National Cemetery (Old Section), 305 US Ave, Culpeper, VA with Pastor Dwayne Pugh officiating.
Pallbearers will be her sons and grandsons.
