I had the opportunity to work with than LT. D, on the USS Klakring as one of his division officers. He was always pushing each of us to be more than we were in our roles as officers. He was brilliant and kind. One of the best I have served with in my 26 years in the the Navy.

Francis was a gentle giant to me. He always had great advice. If you didn't know, he was a great dancer. He always was there for me through all of the weddings, spring break vacations and Louisiana Trips. We will never forget "Going out with a Bang"- 0 -00. He was always looking after his family, his parents down to the great Nieces and Nephews. I will truly miss his bear hugs. Peace by with you Francis.

Francis was truly a sincere friend. He always greated me with a huge smile and a funny quip. I will miss his zest for life. I'm glad I saw him on a Zoom call in September.

I played football with Frances at Bellaire Highschool and often gave him a ride home from practice. Frances was immovable on the field. No matter how tough and bloody things got during practice or a game I remember seeing him smiling behind his face guard and offering a hand to those he had just knocked down. He was just that kind of person, quietly brilliant, friendly to all and a pillar to those around him. I am sorry to see him pass. We will miss you Sir.
