Edna "Frances" Soutter's Obituary
Edna "Frances" Soutter, of Culpeper, Virginia, went home to be with the Lord on Monday, September 2, 2025.
She was born on March 3, 1945, in Boston, Virginia. Frances was the beloved daughter of the late Walter B. and Lottie M. Weakley.
She is survived by her two devoted sons, Kenny T. Soutter and his wife Robin (who was like a daughter to her) and Arthur F. Soutter Jr. both of Culpeper. Frances is also survived by her dear sister, Dorothy Mae Nicholson; her sister-in-law, Diane Weakley; and her brother-in-law, Fred Soutter and a very special friend, Sandy Woodard.
Frances was the proud grandmother of Johnathon Bobbitt Miller (Blair) of Atlanta, GA, Melissa A. Martin (Chad) of Verona, VA and Stacy L. Soutter (Donny) of Culpeper.
Her greatest joys also included her treasured great-grandchildren: Juliet, Ella, and Rhett Martin of Verona, VA; Zeke, Cash, and Jamison Miller of Atlanta, GA; and her "grand-dogs," Diesel and Stella Rose.
She was preceded in death by her beloved husband, Arthur F. Soutter; her siblings Andrew, Herbert ("Doc"), Joe and Henry Weakley; and her cherished sister, Elizabeth Soutter.
For 42 years, Frances faithfully served Culpeper County as a school bus driver, becoming a familiar and friendly face to generations of children and families. She was known for her giving spirit, her big heart, and her feisty personality that kept everyone on their toes.
Frances found joy in life's simple pleasures-cooking up her best dishes in the kitchen, playing cards with friends and family, on her lucky days you could find her winning big at the slot machines. But above all, she loved spending time with her family, who were the center of her world.
A visitation will be held from 5:00 - 7:00 p.m. Sunday, September 7, 2025 at Found and Sons Funeral Chapel, 850 Sperryville Pike, Culpeper, VA.
A funeral service will be held at 1:00 p.m. Monday, September 8, 2025 at Found and Sons Funeral Chapel.

Interment will follow in Fairview Cemetery.

Frances will forever live in our hearts and her memory will be a blessing to all who knew and loved her.
Pallbearers will be Bill Cronk, Mike Jenkins, Dale Stanley, Frankie Weakley, Randy Scott, Brandon Strickland, Bobby Soutter, and Doug Lawson. Honorary pallbearers will be Donnie Goolsby, Chad Martin, Blair Miller, and Earl Morris.
